House Bill 117 - USIIB Vaccine Database

January 21, the House HHS committee heard and unanimously passed HB117 (link
to committee discussion). Some of us testified against the bill. Some
concerns that were sent in, regarding this bill, did not relate to the
bill. I believe that, combined with assurance from agencies that the
data is incredibly safe, resulted in a blanket dismissal of all concerns
on the bill, and a vote of unanimous approval.
Representative
Karianne Lisonbee graciously agreed to my request to propose a
substitute bill, because, based on the committee response, there seemed
little chance of killing the bill on the House floor. We decided to make
the data collection transparent and the opt out information more
visible, and to bring applicable Administrative Rules into statute. As
the bill was being brought to the House floor, a third substitute, by
Representative Teuscher, incorporated Representative Lisonbee's
amendments and another excellent amendment, which blocked the use of the
USIIS database by employers and others seeking proof of vaccination.
Unfortunately, the original sponsor insisted on adding lines 50-51,
which negated the great amendment by Representative Teuscher. This all
happened very quickly, leaving no time for change of direction on our
part. The representatives voted for the substitute, as they had been
asked by their constituents to do. The truth is that they would likely
have supported the original bill, as well, for the same reasons the
committee supported it.
At this point, the options for amending are extremely limited and it may be that the best option is to kill the bill. More on that early next week.
